City Raids Empty City Raids

I am making this a standing rule currently that no one holds city raids with only their main and alts. City raids seem to be rather scarce in game right now and so many need them for dailies. If your toon can start a raid, plz make sure to have a full team or at least 2-3 other players, either from org or outside players, in order to help with this. We are a neutral org that loves to help others; let's keep it that way. Thank you.
